RESOLUTION ARP/1498/2002, of 28th of May, approving and publicizing the
criteria for priority and specific lists related to the selected local
action groups' programmes for the application of the Proder programme.
This Resolution presents the strategic guidelines, orientation and
criteria for priority of the action proposals, corresponding to the
Proder group of the GTDC.

ACTIONS AND AUXILIARY PROJECTS |

The purpose of the actions and auxiliary projects for each of three RDP
measures forming the Proder programme are defined as follows.
MEASURE
M 5. PROMOTING THE COMMERCIALISATION OF HIGH QUALITY FARM PRODUCTS AND
HANDMADE FOOD PRODUCTS
Subsides will be granted to investments performed by crafts companies
selling high-quality products aimed at:
- The introduction of new businesses and the improvement of commercialisation
installations of quality farm products and handmade food products.
- The introduction and improvement of quality control systems.
- The promotion of new openings in the market for high quality agricultural
and handmade products.
- The improvement and control of sanitary and environmental conditions.
MEASURE
P. DIVERSIFICATION OF FARMING AND SIMILAR ACTIVITIES TO INCREASE THE
POSSIBILITIES OF NEW JOBS IN ALTERNATIVE INCOME
Aimed at:
- The creation and improvement of activity towards the diversification
of traditional farming production of the area.
- The promotion of alternative activities such as agricultural tourism
and others related to farming and land cultivation.
- The creation and improvement of small industrial enterprises which
in turn create jobs in rural areas.
- The expansion and creation of companies in the service sector in
rural areas: business support, community services, logistics, communications,
transport, commerce…
- Promotional activities, the publication of newsletters, the organization
of open days and technical support.
The creation and improvement of small companies dealing with forestry
activities.
MEASURE
S. PROMOTION OF TOURISM AND CRAFTS
- It deals with activities linked to rural life and its re-conversion
which cannot be considered as applicable within the rural development
measures promoting the rural activities diversification, as they do
not comply with the conditions required in Chapter I of Title I of
the R(EC) 1257/1999.
- Investment in rural areas, either individually or collectively,
with a view to the development of a touristic activity: lodging farmhouses,
rural guesthouses, restaurants, campsites, actions related to tourism
at an institutional level (tourist offices, publicity campaigns, advertisements,
and information on routes and itineraries), leisure activities and
companies (adventure sports, hiking, horse riding, etc.), and private
complementary actions (cultural, sportive…).
- The development of craft companies is, along with tourism, another
rural promotion diversification means. Local resources and products
which have been traditionally manufactured in rural areas and traditional
crafts must also be promoted and supported. Many small companies should
be endorsed, standardization must be promoted and so must be the commercialisation
of local and regional products to increase their added value.
| SUBVENTION CONDITIONS
AND CRITERIA |

Beneficiaries The beneficiaries of the assistance
detailed in these bases can be profit or non-profit making natural or
legal persons, except for the local Administrations or entities, complying
with all and each of the following conditions:
- Endorsing an investment or expense project within the programme
application area for an eligible activity.
- Being up to date in its taxation payments to the Social Security
or either having been granted an adjournment or deferral.
- Ensuring the continuity of the subsidized activity for a period
of at least five years.
Eligible Projects and Investments
The investment projects susceptible to receive the assistance regulated
in this bases must comply with the following minimum conditions:
- Being viable on a technical, economic and financial basis.
- Not having started the investment before applying for assistance.
- Respecting the provisions in force in Catalonia.
- Respecting the urban planning regulations in force and having the
corresponding local authorizations to install or, if appropriate, extend
the activity concerned.
- Generating or maintaining jobs.
Subventions will apply to projects and initiatives situated in the
territorial area delimited by the following municipalities:
