The
Garrigues Territory Development Consortium (GTDC) is an organization
set up, as the name suggests, with the aim of promoting the development
of this area. The Consortium incorporates all the Town Councils in Les
Garrigues and also eight municipalities of El Segrià, as well
as a series of organizations representing various towns, such as their
co-operatives, cultural associations and other significant bodies worth
mentioning such as the Lleida Province Council (Diputació de Lleida),
the University of Lleida, or the Official Chamber of Commerce of Lleida,
among others.
The Consortium is created as an incorporated associative public organization,
different from that of the Consortium bodies, once the agreements approved
for its constitution are valid.
The Consortium has full legal capacity to perform and achieve the
aims shaping its purpose. Consequently, it can acquire, own, claim and
transfer real estate and personal properties of any kind; bind itself;
make contracts; fulfil actions and exceptions, and put in appeals in
accordance with the current laws, provided that such actions are intended
for fulfilling aims and activities shaping its purpose.
The Consortium must perform its activities on its own behalf to fulfil
the aims and functions.

The
GTDC is created with the following general aims:
- Economic and social promotion of Les Garrigues and the municipalities
of El Segrià participating in the Proder Community project and
in any action required to promote the development of such municipalities
and their territory.
- Managing and optimising the economic resources allocated to its
territorial area by the Proder Community initiative, by projects of
a similar nature, or by welcoming other economic aid to fulfil its
aims.
- The Consortium Plenum shall be able, on agreement, to extend its
aims to other purposes connected with the development of the area .
Specific aims and strategic guidelines:
- Incentives to contracting interest groups, such as women, young
people, disabled people, long-term unemployed or immigrants.
- Redistributing the production activity, taking into consideration
the creation of economic activities in the most rural and uninhabited
places in order to ensure the continuity of its population and preserve
them and their natural and cultural heritage.
- Favouring the creation of economic activities related predominantly
to tourism, the transformation and commercialisation of food crafts,
and the diversification of activities within a rural framework.
- Creating an entrepreneurial attitude through: dynamic, energising
actions, training actions and advice and guidance services.
- Improving the offer of commercial and leisure services, local activities
and improvement in the quality of life in the whole area, thereby increasing
the likelihood of being able to offer services that will assist in
sustaining the continuity of the population in the territory and generating
new attractions for tourism uptake.
- Creating determinants and promoting the creation of a territorial
identity mark which can be used in the products and services contributing
satisfactory services or quality assurance as an added value.
- Rewarding local innovating actions serving as an example of the
territorial possibilities to diversify the existing productive activities.
- Favouring associative actions and activities intended to promote
local products and services.
Incentives to mobilize local saving resources to create new investment
and better-profit opportunities.

The Consortium will be in force while the need for its assigned aims
and functions lasts unless, due to an unforeseeable impossibility of
fulfilling its aims or other exceptional events, it is agreed to dissolve
it by mutual agreement of its members, following the same process as
for its constitution.
